Special Declaration on Honduras in Support of its Legitimate Government
The Bolivarian Alliance for the Peoples of Our America – Peoples’ Trade Treaty (ALBA – TCP), in view of the seriousness of the violating actions against all fundamental rights and guarantees of the Honduran people, that are systematically occurring since this past June 28th of the current year in the sister Republic of Honduras, expresses its deepest rejection to the present unsustainable current political and social situation, caused by the irresponsible adventure of those who schemed and consummated an infamous coup d’état that, in spite of the general rejection, both domestic and international, continue to illegally exercise power in detriment of the constitutional right of the Honduran people to rely on their legal and legitimate elected authorities, according to the sovereign constituent power that emanates from the people.
Taking into account that the Bolivarian Alliance for the Peoples of our America – ALBA –was the first Group to react to the coup d’état in Honduras, for considering it a direct aggression against democracy and all ALBA countries, activating resolutions and condemnation pronouncements of other Groups, Regional and International Bodies.
Aware that only the total re-establishment of the democratic regime, through the immediate and unconditional re-establishment of President Manuel Zelaya Rosales, shall put an end to the grave violations of human rights, to the suspension of public guarantees and liberties, to the brutal repression and deaths that the people of Honduras suffer today, and to the closing of the media for their permanent claims against the usurping regime.
Concerned about the harassment against the Embassy of the Federative Republic of Brazil and other diplomatic missions accredited in Tegucigalpa, which violates what concerns to immunities and guaranties established by the Vienna Convention on Diplomatic Relations.
Expressing a serious preoccupation before the dangers that the Constitutional President of Honduras, Jose Manuel Zelaya, members of his family, diplomatic officials and other individuals that are at the Embassy of Brazil in Tegucigalpa are facing, subject to systematic physical and psychological aggressions through the use of gases and toxic substances, ultrasound devices, high intensity reflectors that generate heat, threats of permanent raids and assaults.
Bearing in mind that the Military-Enterprise Dictatorship in Honduras has acted in evident underestimation of the ALBA and the International Community resolutions, the UNO, OAS, UNASUR, the GROUP OF RIO, CARICOM, SICA, among others, that demand the restitution of the Constitutional Order in Honduras, and the fact that diplomatic efforts undertaken in this sense, have not delivered the results that the Honduran people and the International Community demand.
Having exhausted the delays of the de facto regime, our concerns increase for a worsening of violence against the Honduran population, with the purpose of imposing in a violent manner the results of the electoral process that they promote, which has been already ignored by the international community.
As a result, it becomes necessary to apply firm and concrete actions to sanction the coup regime, we resolve:
1. The peoples and governments of the ALBA express that, before the intransigence of the usurping regime, in view of the resolutions of the International Community, they shall reinforce their efforts, for the re-establishment of the constitutional order in Honduras through the restitution of President Manuel Zelaya.
By a diplomatic offensive, the ALBA member States, as full integrants of the regional and international organisms: UNO, OAS, UNASUR, GROUP OF RIO, SICA, shall proceed to convoke extraordinary and immediate meetings of the aforementioned, to present the Honduras situation and promote the adoption of actions against the coup d’état regime within its mandate.
2. Not to recognize any electoral process carried out under the coup regime, nor any result of it.
3. Not to allow the entry or permanence in the Member States territory of the Bolivarian Alliance for the Peoples of Our America to those who are primarily responsible for the coup d’état in Honduras.
4. To apply and support the economic and trade sanctions against the coup-regime adopted by the member countries where appropriate.
5. To entrust a Working Group on International Law, Self-determination, Respect of Sovereignty and Human Rights Issues of the ALBA, the study of actions against those who are primarily responsible for the coup d’État in Honduras, before the international Justice bodies.
6. To urgently ask the UN Secretariat to appoint a Special Commission of Chancellors to travel to Honduras to demand the coup d’état regimen, in support of Brazil and in compliance of the Vienna Convention, respect to the inviolability of the Diplomatic Mission of that brother country, and adequate security and humanitarian conditions for the permanence of President Zelaya, his family and the rest of the companions in such diplomatic headquarters.
7. Finally, we declare ourselves in permanent session and surveillance to accompany the fight of the Honduran people and their legitimate President, for the respect of their rights and freedom, mainly the sovereign right to elect democratically their authorities, and their right to exercise the constituent power.
The Bolivarian Alliance for the Peoples of Our America-Peoples’ Trade Treaty (ALBA-TCP) welcomes and honours the noble and brave Honduran people and all those Honduran men and women who wish to live in peace and dignity and supports them in their struggle to recover their fundamental rights through firm and permanent resistance and rejection of the coup d’État.
